Bel Air, MD) The Jeffrey J. Plum Legacy in the Arts Award was awarded to Harford County resident Gerald M. Kavanagh for his dedication to the Center for the Arts. Jerry introduced the vision for the Center for the Arts to Clarisse B. Mechanic and his fellow trustees on the Board of the Morris A.
